HTC's Official Bootloader Tool Now Unlocks More HTC Phones, New and Old [Android Rooting]

HTC's Official Bootloader Tool Now Unlocks More HTC Phones, New and OldHTC has updated its bootloader unlocking tool to support many new and old Verizon and AT&T devices, and has announced that they're working to support even more.

We were pretty excited when HTC announced that it would unlock its bootloaders for easy device rooting, but it was originally only available for brand new phones. HTC now says that all phones manufactured in the last few months should be compatible with the tool, as well as many older phones, too:

All HTC Android devices launched after September 2011 are unlockable. The website will be updated accordingly to reflect this in the coming weeks. We continue to work on models launched prior to September 2011, please check back often for the status of older devices.

XDA is reporting that the tool is working on older devices like the Thunderbolt and Rhyme, as well as new devices like the Rezound. We'll be adding this information to our always up-to-date rooting guide as HTC makes it more official in the coming weeks, but for now, try it out on your device and let us know if it works!

Snow and tears mark funeral for North Korean leader (Reuters)

SEOUL (Reuters) ? The world watched anxiously on Wednesday as North Korea staged a huge funeral in the capital, Pyongyang, for former leader Kim Jong-il, searching for signs of what to expect from the isolated nation that may be close to attaining nuclear weapons capacity.

Bleak pictures from state television showed a funeral cortege led by a limousine carrying a huge picture of the 69-year old, who died on December 17, passing serried ranks of olive green-clad soldiers whose bare heads were bowed in homage in the main square of the snow-covered capital.

A hearse carrying the coffin was led by a weeping Kim Jong-un, the son and heir, accompanied by Jang Song-thaek, his uncle and a key power-broker in the transition, and Ri Yong-ho, the army chief of staff.

"Seeing this white snow fall has made me think of the general's efforts and this brings tears to my eyes," Seo Ju-rim, a red-cheeked, weeping female soldier, told North Korean television, referring to Kim.

One of the myths surrounding Kim Jong-il was that he could control the weather and state media has reported unusually cold and wild weather accompanying his death.

Video showed weeping civilians who swayed with grief and shouted "father, father" as black Lincoln and Mercedes limousines and army trucks streamed past the crowds. It was not clear whether the pictures were live or recorded.

"I wished it was a dream, how can this be true," sobbed one middle-aged woman named Kim. "How can anything like this ever happen in the world?"

Kim Jong-un will become the third member of the family to run the unpredictable North Asian country as it enters 2012, the year that was supposed to mark its self-proclaimed transformation into a "strong and prosperous" nation.

Larry Niksch, who has tracked North Korea for the nonpartisan U.S. Congressional Research Service for 43 years, believes it could take as little as one to two years to have a working nuclear missile once the North produced enough highly enriched uranium for the warhead's core fuel.

The prospect of an untested leader, believed to be in his late 20s, having nuclear capacity has alarmed many.

"Yes, we are watching and will be analyzing how any changes can be reflected in our policy," a South Korean government official said. He was not authorized to speak to the media, so could not be identified.

UNCLE JANG, POWER BEHIND THE THRONE

State television showed Jang Song-thaek walking directly behind Kim Jong-un alongside the limousine carrying the coffin. Jang ranks a lowly 19th in the list of names on the state funeral committee but his public elevation confirms that he will play a key role in shaping policies.

An ascetic-looking, bespectacled 65-year-old, Jang has overcome a purge, bitter palace intrigue and personal tragedy to become vice chairman of the National Defense Commission, the supreme leadership council which Kim Jong-il led as head of the military state.

"Kim Jong-un is clearly the head of the new leadership but, in terms of hierarchy and influence, Jang appears to have secured considerable position," said Yoo Ho-yeol, a North Korea expert at Korea University in the south.

Strong it may be -- North Korea is backed by neighboring China, has conducted two nuclear tests and has a 1.2 million-strong armed forces -- but prosperous it is not.

On average, the 25 million North Koreans have a life expectancy three-and-a-half years lower than they did when "Eternal President" Kim Il-sung, the new leader's grandfather, died in 1994, according to U.N. data.

The United Nations, in a country program for 2011-15, says North Korea's main challenge is to "restore the economy to the level attained before 1990" and to alleviate food shortages for a third of its 25 million population.

Indications from the transition since Kim Jong-il's death suggest his "military first" policy will continue, leading to further hardship in a country that endured mass starvation in the 1990s.

Leverage from outside, with the exception of China, is limited. All the United States, South Korea and Japan can do is hope that the regime does not collapse, nor flex its military muscle as it did in 2010, when it shelled a South Korean island.

North Korea was established in 1948 and under its founding father, Kim Il-sung, went to war to try to conquer the South. It failed and in 1953 a dividing line that would become the world's most militarized frontier was drawn across the peninsula.

PROSPECTS OF A PURGE

While Kim Il-sung was revered by his people for fighting Japanese colonial rule, the halo surrounding his successors has steadily dimmed to such an extent that his grandson, the new ruler, will have to rely on people such as his uncle, Jang, to hold on to power, at least in the short term.

Official media in the North have built Kim Jong-un, a jowly and rotund man in his late 20s, into a leader worthy of inheriting the crown, naming him "respected general," "great successor," "outstanding leader" and "supreme commander."

This year, dissident groups based in South Korea, citing North Korean refugees and businessmen working in China, linked the youngest Kim to a crackdown on business activities and a tougher policy on people seeking to flee from North Korea.

Those reports could not be verified independently, but would again suggest that further repression is more likely than an economic opening under the new man.

It also gives little hope for the 200,000 North Koreans who human rights group Amnesty international says are enslaved in labor camps, subjected to torture and hunger or execution.

"There is likely to be a politically motivated purge and imprisonment, and it could go on for a considerable period of time," said Pak Sang-hak, who heads a group in Seoul working to support defectors, and is himself a defector.

"That is especially because of the relative instability of Kim Jong-un's leadership. There might also be persecution as a way of intimidation and discipline."

New iSample vending machine knows exactly who's using it (Digital Trends)

Forget smart phones, how about a smart vending machine? Food giant Kraft recently teamed up with Intel to produce the iSample vending machine, capable of studying what kinds of people are buying their goods.

The technology comprises an optical sensor fitted at the top of the machine that sends information about the shopper???s face to a computer running software capable of working out the person???s gender and age.

The iSample machine being trialed by the two companies does as its name suggests ? offers samples of products. In this case, it?s a jelly-based dessert called Temptations, marketed with the strapline ?the first Jell-O that?s just for adults.? That?s right, an adult-only jelly-based dessert.

Children that attempt to obtain a dessert from the machine will be out of luck. The on-board computer will detect that a non-adult is pressing the buttons and politeley refuse to hand over a sample. This is all going to end in tears, isn???t it.

The computer will ?read? the adult?s face and place them in one of four age groups before serving the appropriate dessert, though how Kraft have matched age with particular types of jelly dessert isn?t entirely clear.

Kraft?s Ed Kaczmarek told the BBC that the company is currently testing out two iSample machines ? at the Shedd Aquarium in Chicago and South Street Seaport in New York. If it?s a success the company hopes to introduce more.

Kaczmarek added, ?We can do so much more with the iSample program. Tied to specific marketing campaigns, we can customize the experience in order to reach out to consumers more efficiently.?

The smart vending machine could also be used to provide data about which consumers are buying which products, and could prevent the sale of age-restricted goods to children.

Intel?s Michelle Tinsley suggested other ways in which the technology could be used. ?We can measure dwell time. So we can tell in an advertising or signage use of this technology, did they look at the screen for a fraction of a second or for 20 seconds?.it?s helpful for the advertiser to know of the people who looked at the sign or the ad, how many saw the full advertisement.?

It all sounds promising, but the kids will only be happy if they can get their hands on that jelly-based dessert.

(AP) ? The stadium was only two-thirds full again. The Cardinals were on another one of their incredible comebacks, threatening to derail the Cincinnati Bengals' surprising playoff surge.

A pair of tangled up feet made the difference.

The Bengals moved one win away from the playoffs Saturday, holding on for a 23-16 victory over Arizona that secured only their third winning record in the past 21 years.

Cincinnati (9-6) can clinch the final AFC wild card berth by beating Baltimore at Paul Brown Stadium next Sunday. The Bengals moved a game ahead of the Jets, who fell to 8-7 with a 29-14 loss to the Giants on Saturday.

"It's been a big year for me and for this team," rookie quarterback Andy Dalton said. "It's something we believed we had a chance to do. We weren't getting much credit from outside. We'll find out next week."

Dalton threw two more touchdown passes, becoming only the fourth rookie to have 20 in a season, and Cincinnati got a break when the NFL's top comeback team tripped itself up in the closing minutes.

Wide-open receiver Early Doucet tripped at the goal line and went down, letting a fourth-down pass fall incomplete with 1:12 left. The Cardinals (7-8) got the ball one more time, but the clock ran out after a completion.

A few minutes later, the Jets' loss put the Bengals in position to reach the playoffs. New York would have won the tiebreaker if both teams won out.

"We started this quite a while ago ? seems like just yesterday," coach Marvin Lewis said. "But now we're right where we want to be at the end."

Their rookie quarterback put them in position.

Dalton threw an 11-yard touchdown pass to Jermaine Gresham and a 19-yarder to Jerome Simpson, who did a somersault over a defender and landed on both feet in the end zone.

Dalton joined Peyton Manning (26), Charlie Conerly (22) and Dan Marino (20) as the only NFL rookies to throw 20 touchdown passes.

Down 23-0 heading into the fourth quarter, the NFL's best comeback team nearly pulled off its most improbable one yet. Arizona took advantage of Cedric Benson's two fumbles, getting a pair of touchdown passes by John Skelton and Jay Feely's field goal with 3:16 left.

The Cardinals then had their chance to pull even. The Bengals ran an all-out blitz on fourth down from the Cincinnati 17-yard line, and Doucet wound up uncovered at the goal line. Skelton lofted the ball into the end zone, but Doucet tripped and fell.

"It was a blitz and nobody was there," Doucet said. "It was one of those deals where I hadn't hooked it up and my feet got tangled. It's a play I should've made. It was my fault. That's a play I normally make."

The Cardinals had their four-game winning streak snapped and were eliminated from playoff contention.

Cincinnati's defense dominated the first three quarters. Arizona didn't cross midfield until Skelton completed a pass with 13:25 to go, but piled up 208 yards in the final quarter.

Skelton started for the second consecutive week in place of Kevin Kolb, who hasn't fully recovered from a concussion. Skelton was 23 of 44 for 297 yards with three interceptions and five sacks that helped the Bengals get the 23-0 lead.

It could have been worse. Mike Nugent, the NFL's most accurate kicker, missed field goals of 35 and 48 yards in the first half.

Arizona has rallied from fourth-quarter deficits six times this season, one shy of the NFL record. The Cardinals have won three games in overtime, tying the league record.

They couldn't do it one more time.

"Yeah, we're a second-half team," Skelton said. "That's how it has been all year. But in the end, it was too little, too late."

Dalton was 18 of 31 for 154 yards and two touchdowns on a sunny, 39-degree afternoon in front of only 41,273 fans. The Bengals have sold out only one of their seven home games, when the Steelers brought thousands of fans.

Dalton's second touchdown pass had a highlight finish.

Simpson got open for a catch-and-run to the goal line. With Daryl Washington between him and the end zone, Simpson jumped and twirled past the linebacker, landing on both feet in the end zone and raising both arms like a triumphant gymnast.

"One of the key parts for me was I stuck the landing," Simpson said. "I stuck the landing like a gymnast. That was probably one of the most surprising of all the plays in my career. It was pretty awesome, I thought."

For most of the game, the Cardinals couldn't do anything right. Rookie cornerback Patrick Peterson picked off a Dalton pass in the third quarter, but the interception was nullified by Arizona's second roughing-the-passer penalty of the game.

Worse, Peterson hurt his left hamstring on the play, pulling up on the return. The first-round pick left the game and didn't return. He wore a protective boot after the game.

"He's got a strain, it's not a tear," coach Ken Whisenhunt said. "We're fortunate that it doesn't appear to anything long term."

Notes: Beanie Wells became the first Cardinal to run for 1,000 yards and 10 touchdowns in a season. ... After the game, the Bengals made a buy-one, get-one-free offer to season ticket holders, trying to fill the stadium for the final game. ... A.J. Green, playing with a strained right shoulder, had two catches for 25 yards. He passed Cris Collinsworth's club record for a rookie with 1,013 yards on the season.

(AP) ? Kansas coach Charlie Weis landed a pair of high-profile quarterbacks Thursday.

Former top recruit Dayne Crist announced on Twitter that he would join the Jayhawks for his senior season after a checkered career at Notre Dame, shortly before news broke that BYU quarterback Jake Heaps was also transferring to Kansas.

Crist will reunite with Weis, who recruited him to Notre Dame, and be eligible to play next season because he's already graduated from Notre Dame. Heaps will have to sit out under NCAA transfer rules but will have two seasons of eligibility remaining.

Officials at Kansas could not comment on the quarterbacks until they enroll.

Crist visited Kansas and Wisconsin before making his decision, which came the same day Badgers offensive coordinator Paul Chryst was hired as the head coach at Pittsburgh.

One of the country's top recruits out of Notre Dame High School in Sherman Oaks, Calif., Crist enrolled in South Bend in 2008 as part of a blockbuster recruiting class.

Things didn't pan out as anybody expected, though.

Weis struggled to win games despite suiting up numerous top prospects at Notre Dame, and was fired after the 2009 season. Crist had a season-ending knee injury his freshman year and another last year, after he completed 60 percent of his passes for 2,033 yards with 15 touchdowns and seven interceptions under Weis' replacement, Brian Kelly.

He came back from the injury to regain the starting job this season, but was benched at halftime of the opener against South Florida. Crist played only a handful of snaps behind Tommy Rees the rest of the way, ultimately announcing that he had decided to transfer.

"After a long & difficult decision making process, I'm incredibly excited to join the Kansas football team. Rock Chalk Jayhawk!" Crist wrote on Twitter.

He'll compete for the starting job at Kansas right away.

Sophomore quarterback Jordan Webb struggled with consistency last season, completing 63 percent of his passes for 1,884 yards with 13 touchdowns and 12 interceptions during a 2-10 season.

Webb was benched a few times in favor of senior Quinn Mecham, who fared little better.

Although he will only have one season of eligibility, Crist represents a major coup for Weis, who needs a strong-armed quarterback to effectively run his pro-style offense. Crist was the No. 2-ranked pro-style quarterback in the nation out of high school, according to Rivals.com, behind only Blaine Gabbert, who is now the starter for the Jacksonville Jaguars.

Heaps was just as highly touted as Crist coming out of Sammamish (Wash.) Skyline High School. He was rated by Rivals.com as the No. 1 pro-style quarterback in the class of 2010.

Heaps graduated early so that he could enroll at BYU, and started the final 10 games his first season, setting freshman school records for yards passing (2,316), attempts (383), completions (219), touchdown passes (15). The Cougars finished 7-6 and beat UTEP in the New Mexico Bowl.

He struggled early this season, though, and lost the starting job to Riley Nelson. Heaps asked BYU coach Bronco Mendenhall to be released from his scholarship earlier this month.

Philippines revises up missing from floods to 1,000 (Reuters)

MANILA (Reuters) ? The Philippines disaster agency said Friday more than 1,000 people were missing from a storm and flash floods last week, sharply raising the number of victims unaccounted for as the true extent of the disaster became known.

Typhoon Washi and the flash floods it caused on the southern island of Mindanao are known to have killed 1,080 people, the national disaster agency said.

The agency said Thursday dozens of people were missing but Friday it revised that figure to more than 1,000, saying more complete data had come in and people were reporting the disappearance of relatives.

Most of the casualties were in the cities of Cagayan de Oro and Iligan, where hundreds of thousands of people were displaced. Many of them are sheltering in schools, churches, gymnasiums and an army base.

Benito Ramos, head of the national disaster agency, said authorities had expanded the search in light of the new tally of missing and because some bodies had been found on shores nearly 100 km (60 miles) from the disaster area.

"We've deployed helicopters to help navy ships scour the seas further away," Ramos told reporters.

The number of missing was put at 1,079, he said.

The disaster had caused damage of 1 billion pesos ($22.92 million) to highways, bridges, schools and other infrastructure, the agency said.

The agriculture department estimated 310.2 million pesos worth of crops, including 703 metric tons of unmilled rice and 7,751 metric tons of corn were destroyed.

Ramos said the situation for survivors was slowly getting back to normal though the displaced needed sustained help.

Two navy ships and aircraft from the main island of Luzon had been deployed to help in the search and relief operations, he said.

"We're not taking any Christmas break," Ramos said.

Some families have moved home and are trying to pick up their pieces of their lives.

"We only need something on top of our heads this Christmas," villager Teresita Bragas told a television station, as she and some neighbors tried to rebuild amid mounds of logs and debris in their coastal village.

Aid agencies have appealed for $28.6 million aid to ease overcrowding at shelter areas.

Holiday showdown over payroll tax tests Obama, GOP (AP)

WASHINGTON ? Stuck in a stalemate, President Barack Obama and his Republican rivals are slugging it out in Washington rather than reaching for a holiday season accord to prevent payroll taxes from going up on 160 million workers.

The tax increases, as well as cuts to Medicare doctors' fees and a lapse in jobless benefits, are due Jan. 1. They are looming even though the combatants agree that they shouldn't happen. Instead, the warring factions have painted themselves into a corner.

House Republicans are demanding that the Senate join negotiations to produce an agreement within days; Senate Democrats insist no talks will take place before the House approves a stopgap measure to buy more time.

A House vote Tuesday scuttled a bipartisan Senate deal for a two-month extension of all three policies: the payroll tax cuts, jobless benefits and Medicare fees.

After the House killed the Senate measure on a 229-193 vote, Obama signaled he'll use his presidential megaphone to try to force Republicans controlling the House into submission.

"Now let's be clear," Obama said at the White House. "The bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1. The only one."

The Obama campaign promptly took to Twitter and Facebook to fight it out. With their candidate's poll numbers rising, Democratic operatives seemed almost giddy at the prospect of a prolonged battle.

"The response was overwhelming," said a White House official requiring anonymity to discuss Obama's political efforts.

Republican lawmakers relished the battle as well, though some of them are too inexperienced to know that presidents ? regardless of party ? usually win such high-profile fights, like President Bill Clinton did over a 1995-96 government shutdown or President George W. Bush did in skirmishes on anti-terror policies.

House Republicans instead rallied around a plan passed last week that would have extended the payroll tax cut for one year. But that version also contained spending cuts opposed by Democrats and tighter rules for jobless benefits.

If legislation isn't passed by New Year's Day, payroll taxes will go up by almost $20 a week for a worker making a $50,000 salary. Almost 2 million people could lose unemployment benefits as well, and doctors would bear big cuts in Medicare payments.

Whatever the stakes, there was little indication that Republicans would get their wish for negotiations with the Senate any time soon. Senate Majority Leader Harry Reid, D-Nev., issued a statement saying he would be happy to resume talks on a yearlong measure ? "but not before" the House ratifies the two-month bill and sends it to Obama for his signature.

Given Obama's remarks and Reid's refusal to negotiate, it was unclear what leverage Republicans had in the year-end standoff. It appeared likely the partisan disagreement could easily persist past Christmas and into the final week of the year.

A little-noticed element of the brawl was that the House-Senate parliamentary situation, which can be a critical factor, is all messed up. The Senate adjourned Saturday until Jan. 23 except for so-called pro forma sessions in which legislative business ? like responding to the House moves ? is basically impossible unless all 100 senators agree. That's never a sure thing.

The standoff was sowing confusion among business executives, who were running out of time to adapt to any new payroll tax regimen. Even the Senate's proposed two-month extension was creating headaches because it contained a two-tiered system geared to ensuring that higher-income earners paid a higher rate on some of their wages, according to a trade group.

"There's not time enough to do that in an orderly fashion," said Pete A. Isberg, president of the National Payroll Reporting Consortium trade group. "We're two weeks away from 2012." He wrote a letter to congressional leaders this week warning that the Senate bill "could create substantial problems, confusion and costs."

Meanwhile, Medicare announced Tuesday that, as it has in the past when doctors' reimbursements have been cut through congressional inaction, it would withhold physicians' payments for two weeks in January to avoid passing on a 27 percent cut in Medicare fees. The hope is that the problem gets fixed by then.

Ethiopian court finds Swedes guilty of aiding rebels (Reuters)

ADDIS ABABA (Reuters) ? An Ethiopian court found two Swedish journalists guilty on Wednesday of helping and promoting the outlawed Ogaden National Liberation Front (ONLF) rebel group, and entering the Horn of Africa nation illegally.

Reporter Martin Schibbye and photographer Johan Persson were arrested in July after they entered Ethiopia's Ogaden province from Somalia's semi-autonomous Puntland region with a team of ONLF fighters.

Sentencing is due next week and the prosecution asked for a combined sentence of 18 years 6 months for both charges. Sileshi Ketsela, one of the defense lawyers, said they would now discuss with their clients about whether to appeal.

Sweden said it was very concerned about the verdict and was making contact with the Ethiopian government at a high level.

"The government takes a very serious view of the verdict today," Prime Minister Fredrik Reinfeldt said in statement.

"Our starting point is and remains that they have been in the country on a journalistic assignment. They should, as soon as possible, be released so that they can be reunited with their families in Sweden," he said.

Addis Ababa has blacklisted the ONLF as a terrorist group, and its recently-adopted anti-terrorism legislation outlaws promotion of the insurgents' activities.

The two Swedes had also been charged with terrorism but were acquitted in November on that count as the court did not believe they were involved in carrying out any attacks. They did admit to crossing the border without a permit.

Judge Shemsu Sirgaga told the court the two journalists had entered Ethiopia illegally under the pretext of investigating the impact of potential oil discoveries and production in the region on the local population.

"Instead they accompanied the ONLF into the country and were caught alongside the rebels. This contradicts their claims," he said in handing down the guilty verdict.

The freelance journalists say they were covering the ONLF as a news story and deny assisting their cause.

During the November trial, prosecutors screened a three-hour video they said was obtained from one of the Swedes' laptops, showing footage of them hoisting rifles alongside armed men and being briefed over a map on how to infiltrate the region.

The editor in chief of Filter, the magazine where they worked, called the journalists "political prisoners."

"I have both a pessimist and an optimist within. For the pessimist, it was really expected, but for optimist it was a shock," Mattias Gransson told Reuters in Sweden.

"When the judge read out the grounds it sounded positive, he had virtually nothing against them. Everything he said was speaking for an acquittal, and then he found them guilty anyway. This indicates they are political prisoners and nothing else."

The effort by Congress to compel the NFL and the NFLPA to follow through on their agreement to conduct HGH testing has petered out in recent weeks.? At a time when both sides have reason to be concerned about Congress opting to move aggressively regarding the inability of the parties to turn their agreement to conduct HGH testing into actual HGH testing, the latest effort from Capitol Hill looks more like window dressing than meaningful action.

Earlier this week, four doctors who serve in the U.S. House of Representatives sent a letter to NFL Commissioner Roger Goodell and NFLPA executive director DeMaurice Smith urging the adoption of HGH testing.? The letter, signed by Dr. David ?Phil? Roe (R-Tenn.), Dr. John Fleming (R-La.), Dr. Phil Gingrey (R-Ga.), Dr. Donna Christensen (D-Virgin Islands), points out the risks and side effects of HGH (cancer, diabetes, hypertenson, harm to reproductive health, thyroid problems, and abnormal growth of bone and connective tissue).? The doctors also explain that HGH is normally prescribed only for patients in the late stages of AIDS, for children with growth hormone deficiency, and for treatment of certain types of pituitary tumors.

And then there?s the fact that HGH possession and use without a prescription is illegal.

But there?s no teeth to the letter or any of the other efforts to date from Congress.? The Committee on Oversight and Government Reform reportedly intends at some point to conduct public hearings and/or private efforts to gather information that could result in players being placed under oath about what they know about HGH us and how they or others get HGH, absent clear progress toward HGH testing.? As the offseason approaches, however, the likelihood of the NFL and the union working together to resolve the situation will increase.? Some believe that NFLPA executive director DeMaurice Smith has been trying to delay the issue until after his re-election in March 2012, given that a significant number of players are opposed to HGH testing of any kind.

Regardless, the new CBA clearly states that HGH testing will occur.? The only question is how it will happen.? To date, the NFLPA has refused to proceed with the procedure used by the World Anti-Doping Agency.? (Though the NFLPA has not suggested a test other than the WADA procedure, the NFLPA last month suggested a protocol premised on the WADA test.)? Congress has accused the NFLPA of dragging its feet, but the NFL likewise has failed to enforce the agreement via any of the available legal remedies for forcing a party to honor its written commitments.

Thus, the blame on this one cuts both ways.? The NFLPA has failed to honor its agreement, and the NFL has opted to merely sit back and wait for someone else to pressure the NFLPA to live up to its word.? If the NFL were genuinely serious about eradicating HGH from the game, the NFL would have pursued arbitration and/or litigation aimed at forcing the issue.

And if Congress were genuinely serious about it, they would be doing more than sending letters.

Truck thieves take millions in electronics (Reuters)

INDIANAPOLIS (Reuters) ? Police said on Saturday they suspect four or five people were involved in the theft of almost $2 million in electronics when a truck driver discovered his tractor trailer missing from a rest stop.

Chesterfield, Indiana police officer Mike Milbourn said the cab of the missing truck was found within a half mile of where it was taken but its trailer containing more than 5,000 Blackberry Playbook tablets is still missing.

Milbourn said he thought the theft of the 2007 Volvo truck Thursday on its way to Waterloo, Canada, was very well planned.

The cab of the truck had been parked amid a crowd of semis not far from the Pilot Travel Plaza where driver Jason Garant of Ontario, Canada stopped to eat and take a shower.

Police said the thieves evidently had a truck of their own waiting to take away the trailer.

Garant had picked up the Blackberry Playbooks from the Brightpoint company in Plainfield, Indiana. Police have surveillance video of two men watching Garant during the stop, Milbourn said. Further investigation led police to believe two or three other individuals were involved.

Milbourn said the police hope to make an arrest in the case because they have retrieved fingerprints.

Feds: Ariz. Sheriff Joe violates Latinos' civil rights

Arpaio is now in trouble with the U.S. Justice Department, accused of violating Latinos' constitutional rights. NBC's George Lewis reports.

The U.S. government said Thursday that the man who called himself the toughest sheriff in America ran an office that has committed wide-ranging civil rights violations against Latinos, including a pattern of racial profiling and heavy-handed immigration patrols based on racially charged complaints.

The U.S. Justice Department's expert on measuring racial profiling called it the most egregious case he has seen, the department's civil rights division chief told reporters.


The scathing report on Maricopa County Sheriff Joe Arpaio, obtained by The Associated Press ahead of its release, marks the federal government's harshest rebuke of a man who rose to national prominence for his immigration crackdowns. Republican presidential candidates have competed for his endorsement.

Arpaio?has long denied the racial profiling allegation. His office did not immediately respond Thursday to requests for comment.

After the report was released, the?Department of Homeland Security announced it would?cut ties with Arpaio.

Secretary Janet Napolitano, formerly Arizona's governor, said?the department is ending an agreement with the Maricopa County sheriff's office that allowed trained deputies to enforce immigration laws. It's also restricting the office's use of the Secure Communities program, which uses fingerprints collected in local jails to identify illegal immigrants.

Arpaio, 79,?has built his reputation on jailing inmates in tents and dressing them in pink underwear, selling himself to voters as unceasingly tough on crime and pushing the bounds of how far local police can go to confront illegal immigration.

Apart from the civil rights investigation, a federal grand jury has been investigating Arpaio's office on criminal abuse-of-power allegations since at least December 2009. His department allegedly has misspent county money and failed to adequately investigate more than 400 sexual-abuse cases, many involving illegal immigrants, The New York Times reported.

The civil rights report will require Arpaio to set up effective policies against discrimination that a judge would monitor for compliance. Arpaio faces a Jan. 4 deadline for saying whether he wants to work out an agreement. If not, the federal government will sue him and let a judge decide the complaint.

In a press conference Thursday, Thomas Perez, the head of the U.S. Justice Department's civil rights division, said the department's expert on measuring racial profiling called the case the most egregious case of racial profiling in the country that he has seen or reviewed in professional literature.

The civil rights report criticized the sheriff's office for launching immigration patrols, known as "sweeps," based on complaints that Latinos were merely gathering near a business without committing crimes.

The report said Latinos are four to nine times more likely to be stopped in traffic stops in Maricopa County than non-Latinos. Deputies on the immigrant-smuggling squad stop and arrest Latino drivers without good cause, the investigation found.

A review found that 20 percent of traffic reports handled by Arpaio's immigrant-smuggling squad from March 2006 to March 2009 were stops ? almost all involving Latino drivers ? that were done without reasonable suspicion. The stops rarely led to smuggling arrests.

Latinos who were in the U.S. legally were arrested or detained without cause during the sweeps, according to the report.

Illegal immigrants accounted for 57 percent of the 1,500 people arrested in the 20 sweeps conducted since January 2008, according to figures provided by Arpaio's office.

The civil rights report also found that police supervisors often used county accounts to send emails that demeaned Latinos to colleagues. One email had a photo of a mock driver's license for a fictional state called "Mexifornia."

Federal investigators also focused heavily on the language barriers in Arpaio's jails.

Latino inmates with limited English skills were punished for failing to understand commands in English by being put in solitary confinement for up to 23 hours a day.

Detention officers refused to accept forms requesting basic daily services and reporting mistreatment when the documents were completed in Spanish, and they pressured Latinos with limited English skills to sign forms that implicated their legal rights without language assistance.

Arpaio, one of Arizona's leading Republicans, recently endorsed Texas Gov. Rick Perry's bid for the GOP presidential nomination.

"I don't know what all the details are, but I do know this, that nothing surprises me out of this administration," Perry said Thursday on Fox News. "This administration oversaw "Fast and Furious," a sting?operation in which illegally obtained weapons were allowed across the border into Mexico in an effort to find drug cartel leaders.

"I would suggest to you that these people are out after Sheriff Joe," Perry said. "He is tough. Rey Torres, president of the Arizona Latino Republican Association, told msnbc.com that his group declared a??vehement rejection of everything? in the Justice Department report.

He called Arpaio a needed ?soldier in the fight to keep Arizona citizens safe from violence perpetrated along immigration corridors due to the federal government?s unwillingness to enforce immigration law in this region or any others.?

?It would be more interesting if [U.S. Attorney General Eric] Holder held himself up to the same legal scrutiny and once and for all revealed who is responsible for ?Fast and Furious? rather than push these trumped up charges of racial profiling that distract from the issue.

The?Arizona Democratic?Party on Thursday, said, "It's hard to imagine a public official who more embodies corruption, waste and arrogance than Sheriff Joe Arpaio. We welcome the Justice Department's full attention to this case and hope it helps mainstream Arizona move on from Arpaio's extremism and embrace a new era of responsible leadership."
