Tymoshenko loses appeal, stays in Ukraine jail

A Ukrainian high court rejected an appeal on Wednesday by former Prime Minister Yulia Tymoshenko against her conviction for abuse of office, leaving her in jail and Ukraine's relations with the West severely strained.

Tymoshenko's defense lawyer said the ruling by a three-judge panel had been steered by President Viktor Yanukovich for political reasons.

"These findings have no relation to justice," Serhiy Vlasenko told journalists after judge Olexander Yelfimov ruled that lower courts had delivered "correct decisions on the crimes of Tymoshenko."

"This is a decision of Yanukovich to keep Tymoshenko in prison," Vlasenko said.

Western leaders condemned the seven-year prison term meted out to the 51-year-old opposition leader in October as political persecution, and blocked strategic agreements on political association and a free-trade zone with the European Union.

But despite months of chiding by the European Union and the United States, Yanukovich has refused to act to secure her release. No one had expected her to be released on Wednesday.

Yanukovich did not immediately react to Vlasenko's comments, though in tough remarks last Friday he said he would not negotiate integration with the European Union at the price of allowing it to interfere in her case.

In Brussels, the European Union urged Ukraine to reform its judicial system "to redress the effects of selective justice" like that seen in Tymoshenko's case.

"We stress the importance for the Ukrainian authorities to take concrete steps to address the systemic problems of the judiciary," Michael Mann, a spokesman for EU foreign policy chief Catherine Ashton, said.

Tymoshenko, recognizable for her peasant-style hair braid and known for fiery rhetoric, was not in court because of persistent back trouble which has kept her confined to a state-run hospital in eastern Ukraine.

About 300 of her supporters gathered outside the courtroom, chanting slogans such as "Yulia - Freedom!" and "Keep convicts inside and get Yulia out!" They lowered a mock coffin into the ground outside the courtroom to symbolize the death of justice.

The continued incarceration of Tymoshenko - by far the most vibrant opposition figure on Ukraine's political landscape - is certain to figure as a major issue in an October 28 legislative election.

Yanukovich's Party of the Regions goes into that election with the government highly unpopular over reforms that have increased taxes on small businesses and raised retirement ages, and it will have to work hard to retain its majority.

The abuse of office conviction relates to a gas deal that Tymoshenko brokered with Russia in 2009 when she was prime minister. The Yanukovich government says the agreement was reckless and saddled Ukraine with an enormous price for strategic supplies of gas which is taking a toll on the stressed economy.

'Shameful'
Tymoshenko has denied betraying the national interest, with her lawyers arguing that the gas negotiation with Russia was a political act which did not amount to a criminal action.

Ukrainian state prosecutors said Tymoshenko's guilt was clearly established at her trial last year.

In Wednesday's judgment, the three-member panel said: "The judges of the court have reached the conclusion that the appeal cannot be satisfied ... The judges believe that the previous courts reached correct decisions on the crimes of Tymoshenko."

Tymoshenko's daughter Yevgenia, who has sought international support for her mother's cause, told journalists: "Today we again received a shameful decision which proves that a dictatorship is establishing itself in Ukraine."

She said the ruling would be the basis for a fresh appeal to the Strasbourg-based European Court of Human Rights (ECHR).

The authorities have ignored Western criticism and piled up fresh charges against Tymoshenko for alleged past misdeeds.

In a separate trial, which has been adjourned several times because of Tymoshenko's ill health, she is accused of embezzlement and tax evasion going back to alleged offences when she was in business in the 1990s.

Lawyers for Tymoshenko pressed her case at the ECHR on Tuesday, arguing that her pre-trial detention had been unlawful and that she had been subjected to degrading treatment in prison.

The former prime minister was a leader of the 2004 Orange Revolution protests against sleaze and cronyism in Ukraine that derailed Yanukovich's first bid for the presidency.

She served two terms as prime minister under President Viktor Yushchenko, but the two fell out and their partnership dissolved into bickering and infighting.

She narrowly lost to Yanukovich in a run-off for the presidency in February 2010 after a bitter campaign.

(AP) ? Mitt Romney is stepping up for the most important speech of his Republican presidential campaign, to an audience of millions, after a rousing warm-up from a running mate who vowed the days of dodging painful budget choices will end if voters toss President Barack Obama from office.

Having grasped the nomination on his second try, after years spent cultivating this moment, Romney will use his speech Thursday night to introduce himself to a large portion of voters and claw for advantage in a race that could scarcely be any closer. As part of that introduction, Romney appeared prepared to discuss his Mormon faith in more direct terms than usual, a direction signaled by running mate Paul Ryan on Wednesday night in several allusions to the duo's differing religions but "same moral creed."

The Wisconsin congressman, a deficit hawk who's become the party's darling since joining the ticket, offered a prime-time testimonial setting up Romney's turn on the stage in the Republican National Convention's finale. If history is a guide, viewership of Romney's speech ? and Obama's address to his Democratic convention next week ? will be surpassed only by the audience for their coming debates.

The Republican convention's most rah-rah moments were unfolding as Hurricane Isaac, down to a tropical storm, inflicted floodwaters and misery in rural stretches of nearby Gulf states. The slowly unfolding calamity went unmentioned by most key speakers Wednesday night, although a few asked for Red Cross donations to the victims and offered prayers. The GOP had cut the convention's opening day in fear Isaac would strike Tampa, which was spared.

Not that Obama set politicking aside, either, even as he tended to emergency management. Locked in an unpredictable race that shows no clear advantage for either man, Obama implored young people in a crowd of 7,500 in Charlottesville, Va., home to the University of Virginia, to register, vote and make sure their friends do as well. "I need you," he said. "America needs you to close the gap between what is and what might be."

Ryan, 42, came on board the campaign for the White House with a reputation in Washington for taking on the sacred cows in government spending, Medicare prime among them, and he's generated plenty of excitement among conservatives who have never been fully convinced that Romney is one of them. "I think he's a rock star for the Republicans," Allie Burgin, a delegate from Wynnewood, Okla., said before the speech. And that's how he was received on the stage.

"The present administration has made its choices," Ryan said, "and Mitt Romney and I have made ours. Before the math and the momentum overwhelm us all, we are going to solve this nation's economic problems. And I'm going to level with you: We don't have much time."

He was particularly cutting in his indictment of the president, even in a convention loaded with anti-Obama rhetoric. "Fear and division are all they've got left," he said. "It all started off with stirring speeches, Greek columns, the thrill of something new. Now all that's left is a presidency adrift, surviving on slogans that already seem tired, grasping at a moment that has already passed."

Ryan misrepresented Obama's record at times ? and seemed to forget his own.

He said sharply that "the biggest, coldest power play of all in Obamacare came at the expense of the elderly. ... So they just took it all away from Medicare. Seven hundred and sixteen billion dollars, funneled out of Medicare by President Obama."

In fact, Ryan himself incorporated the same cuts into budgets he steered through the House in the past two years as chairman of its Budget Committee, using the money for deficit reduction. The cuts do not affect Medicare recipients directly, but rather reduce payments to hospitals, health insurance plans and other service providers.

Moreover, Ryan's own plan to remake Medicare would squeeze the program's spending even more than the changes Obama made.

Ryan promised, "We will not duck the tough issues; we will lead." But Romney has yet to flesh out those fiscal choices.

He's promised big increases in military spending and the restoration of more than $700 billion in Medicare cuts, along with lower taxes, without detailing how he would make good on his pledge to cut $500 billion a year from the federal budget. That goal is only realistic if budget cutters dive into the massive entitlements of Social Security and Medicare and if Congress can be persuaded to slice deeply into areas of spending such as health research, transportation, homeland security and aid to the poor.

In a letter sent Thursday morning to potential Democratic donors, Obama campaign manager Jim Messina said the Ryan speech "represents a huge bet by the Romney campaign ? they've decided that facts, truth and reality will not be a brake on their campaign message."

In remarks to the American Legion in Indianapolis, Romney reaffirmed his intention to expand the armed forces and roll back "reckless defense cuts" that will begin automatically in January if Congress does not act to stop them. "There are plenty of places to cut in a federal budget that now totals over $3 trillion, but defense is not one of them," he said. Left unstated was that his running mate voted to approve the legislation that authorized those cuts alongside reductions in domestic spending.

Romney spokesman Kevin Madden said days earlier that the nominee would discuss his Mormon religion in his convention address as part of "what's informed his values." Ryan, a Roman Catholic, took up the matter conspicuously, and no doubt as part of the convention's carefully crafted message.

"Mitt and I also go to different churches," he said. "But in any church, the best kind of preaching is done by example. And I've been watching that example. The man who will accept your nomination tomorrow is prayerful and faithful and honorable. Not only a defender of marriage, he offers an example of marriage at its best. Not only a fine businessman, he's a fine man, worthy of leading this optimistic and good-hearted country."

And again: "Our different faiths come together in the same moral creed. We believe that in every life there is goodness; for every person, there is hope. Each one of us was made for a reason, bearing the image and likeness of the Lord of Life."

Former pastor Mike Huckabee, in his speech earlier, also delved into the subject, saying, "I care far less as to where Mitt Romney takes his family to church than I do about where he takes this country."

Delegates cheered a parade of party leaders past, present and ? possibly ? future.

Arizona Sen. John McCain, the man who defeated Romney for the 2008 nomination only to lose the election to Obama, spoke on his 76th birthday and said he wished he'd been there under different circumstances. And an array of ambitious younger elected officials, Sens. Rand Paul of Kentucky and John Thune of South Dakota among them, preceded Ryan to the podium.

Former Secretary of State Condoleezza Rice praised the Republican ticket in a speech that made no overt mention of Obama. "Mitt Romney and Paul Ryan will rebuild us at home and inspire us to lead abroad. They will provide an answer to the question, 'Where does America stand?'"

If you're thinking of using a radar jammer to avoid speeding tickets, think again. Radar jammers are illegal.

Jammers are different from the more popular radar detectors. The detectors allow you to know when cops are using radar guns on the highway. They aren't illegal for passenger vehicles but they also aren't necessarily effective since they only alert you once they detect radar. That may be too late.

Obama team launches critique of Ryan before speech

FORT COLLINS, Colo. (AP) ? Even before Paul Ryan takes the stage at the Republican convention, President Barack Obama's campaign is seeking to cast the GOP running mate as "out of step" with American voters.

The Obama campaign released an online video Wednesday targeting Ryan as a politician from a "bygone era." The video criticizes Ryan for being the architect of a budget that would overhaul Medicare and for seeking to defund Planned Parenthood.

Ryan, the Wisconsin congressman, is due to address the GOP convention Wednesday night. Republican presidential nominee Mitt Romney will speak to delegates in Tampa, Fla., and a prime-time audience across the country, on Thursday.

Ryan is considered a hero of conservatives. His addition to the Republican ticket has energized voters and even Romney himself. The buttoned-up GOP presidential nominee often appears more at ease when campaigning alongside the youthful Ryan.

Obama is traveling Wednesday to Charlottesville, Va., the last stop on his two-day trip to counter the GOP convention message and to appeal to younger voters in college towns.

Both parties were pushing forward with their political plans while closely monitoring Hurricane Isaac, which arrived in Louisiana late Tuesday. Republicans had largely canceled the first day of their convention as Isaac appeared bound for Tampa. White House officials said they were monitoring the storm but, as of early Wednesday, had no plans to adjust the president's travel plans.

Obama on Tuesday made stops at Iowa State University and Colorado State University, where he reminded students returning to class that they hold a unique power to determine the election.

"I just want all of you to understand your power. Don't give it away ? not when you're young," Obama told about 13,000 people gathered in Colorado. "Right now, America is counting on you. And I'm counting on you."

In Colorado and Iowa, Obama told the students they had much at stake in the Nov. 6 presidential election, panning Romney as a candidate without a plan to move the country forward. "Last week my opponents' campaign went so far as to write you off as a lost generation. That's you according to them," the president said in Iowa, referring to a Romney news release last week that referred to college students as the "Obama Economy's Lost Generation."

(AP) ? As the income gap between rich and poor widens, a majority of Americans say the growing divide is bad for the country and believe that wealthy people are paying too little in taxes, according to a new survey.

The poll released Monday by the Pew Research Center points to a particular challenge for Republican presidential candidate Mitt Romney, whose party's policies are viewed by a wide majority as favoring the rich over the middle class and poor.

The poll found that many Americans believe rich people to be intelligent and hardworking but also greedy and less honest than the average American. Nearly six in 10, or 58 percent, say the rich don't pay enough in taxes, while 26 percent believe the rich pay their fair share and 8 percent say they pay too much.

Even among those who describe themselves as "upper class" or "upper middle class," more than half ? or 52 percent ? said upper-income Americans don't pay enough in taxes; only 10 percent said they paid too much. This upper tier was more likely to say they are more financially secure now than 10 years ago ? 62 percent, compared to 44 percent for those who identified themselves as middle class and 29 percent for the lower class. They are less likely to report problems in paying rent or mortgage, losing a job, paying for medical care or other bills and cutting back on household expenses.

The findings come at the start of this week's Republican National Convention and as both Romney and President Barack Obama seek to appeal to a broad swath of financially struggling voters who identify as middle class. Romney supports an extension of Bush-era tax cuts for everyone including the wealthiest 2 percent, and says his policies will benefit the middle class by boosting the economy and creating jobs.

"The fact that Romney may be viewed as wealthy doesn't necessarily pose problems for his candidacy," said Kim Parker, associate director of Pew Social & Demographic Trends, noting that people see the wealthy as having both positive and negative attributes. "The challenge for Romney lies more in the fact that large majorities say if he is elected president, his policies would likely benefit the wealthy."

The results reinforce a tide of recent economic data showing a widening economic divide. America's middle class has been shrinking in the stagnant economy and poverty is now approaching 1960s highs, while wealth concentrates at the top. A separate Pew survey earlier this year found that tensions between the rich and poor were increasing and at their most intense level in nearly a quarter-century.

In fact, well-off people do shoulder a big share of the tax burden. Though households earning over $1 million annually comprise just 0.3 percent of all taxpayers, they pay 20 percent of all federal taxes the government is projected to collect this year, according to the Tax Policy Center, a nonpartisan group that studies tax policy. The figures included income, payroll and estate taxes. In contrast, households earning $50,000 to $75,000 a year accounted for 12 percent of taxpayers and contributed 9 percent of federal taxes, the center's data showed. Some 46 percent of households pay no federal income tax at all, although they do pay payroll, excise and other taxes.

According to the latest findings, about 63 percent of Americans say the GOP favors the rich over the middle class and poor, and 71 percent say Romney's election would be good for wealthy people. A smaller share, 20 percent, says the same about the Democratic Party. More Americans ? 60 percent ? say if Obama is re-elected his policies will benefit the poor, while half say they'll help the middle class and 37 percent say they'll boost the wealthy.

"The Great Recession was not an equal opportunity disemployer," said Sheldon Danziger, a public policy professor at the University of Michigan who describes the gap between rich and poor as the widest in decades. "College graduates, whites and middle-aged workers had fewer and shorter layoffs than high school graduates, blacks, Hispanics and younger workers. And, only a small percentage of the rich work in the hardest-hit industries, like construction and manufacturing."

About 65 percent of Americans say the gap between rich and poor has gotten wider in the past decade, while 20 percent believe it has stayed the same and 7 percent say the gap has gotten smaller. Separately, 57 percent say a widening income gap is a bad thing for society; just 3 percent say it is a good thing.

Asked to estimate how much a family of four would need to earn to be considered wealthy in their area, the median amount given by survey respondents was $150,000. For middle class, the median amount was $70,000.

Many Americans see rich people as more likely to be intelligent (43 percent) and hardworking (42 percent) than average Americans. But the rich are also seen as more likely to be greedy (55 percent). Thirty-four percent of those surveyed say the rich are less likely to be honest than the average person; just 12 percent say the rich are more likely to be honest.

The Pew survey involved telephone interviews with 2,508 adults conducted from July 16 to 26. It has a margin of error of 2.8 percentage points.

Treatment with an agent that blocks the oxidation of an important component of the mitochondrial membrane prevented the secondary damage of severe traumatic brain injury and preserved function that would otherwise have been impaired, according to a research team from the University of Pittsburgh School of Medicine, Graduate School of Public Health and Department of Chemistry in a report published online today in Nature Neuroscience.

Annually, an estimated 1.7 million Americans sustain a traumatic brain injury (TBI) due to traffic accidents, falls, assaults and sports participation, said the study's senior author H?lya Bay?r, M.D., associate professor, Department of Critical Care Medicine, University of Pittsburgh School of Medicine. She added that 52,000 of those injured die, and 85,000 are left with significant disability.

"We don't yet have a specific therapy for TBI, but can provide only supportive care to try to ease symptoms," Dr. Bay?r said. "Our study drug shows promise as a neuroprotective agent that might help address this important public health problem."

For the study, the research team conducted a global assessment of all the phospholipids in rat brain cells. This revealed that damage from TBI was nonrandom and mostly involved cardiolipin, a phospholipid that is found in the membranes that form mitochondria, the cell's powerhouse. They noted that in the healthy animal, only 10 of the 190 cardiolipin species were modified by oxygen, but after a brain injury, the number of oxidized species rose many-fold.

The researchers then developed an agent, called XJB-5-131, which can cross the blood-brain barrier and prevent the oxidation of cardiolipin. Using an established research model of severe TBI, the agent or a placebo was injected into the bloodstream of rats five minutes and again 24 hours after head injury.

In the weeks that followed, treated animals performed akin to normal on tests of balance, agility and motor coordination, learning, and object recognition, while placebo-treated animals showed significant impairment. The results indicate that blocking cardiolipin oxidation by XJB-5-131 protected the brain from cell death.

"The primary head injury might not be that serious," Dr. Bay?r noted. "But that initial injury can set into motion secondary cellular and molecular events that cause more damage to the brain and that ultimately determine the outcome for the patient."

She added that a targeted oxidation-blocker might also be beneficial in the treatment of other neurological disorders, such as Parkinson's disease, amyotrophic lateral sclerosis, or ALS, and stroke.

(AP) ? Politicians know every hurricane means avoiding disaster ? including their own.

Intent on showing the empathy and crisis leadership voters want, Republicans from Mitt Romney to Southern governors scrambled to shape their tone and tactics Monday as an ominous storm barreled past their national convention site in Tampa, Fla., and toward the broader Gulf Coast.

Political peril awaits those who fumble disaster preparedness and responses. That's the legacy of Hurricane Katrina, the 2005 storm that forever changed how responses to disasters would be judged.

Democrats also were quietly making their own calculations, mindful of how one insensitively timed political speech or line of attack could bring blowback. On a low-profile day at the White House, President Barack Obama got briefings on Tropical Storm Isaac and went forward ? for now ? with plans for a campaign trip beginning Tuesday to Iowa, Colorado and Virginia.

Seven years ago, Katrina's blow was catastrophic, and an embarrassingly slow response from the federal government contributed to the toll and helped diminish President George W. Bush's second term. That episode became a potential make-or-break test for elected leaders to show smart politics and an agile, able response.

It was Bush's Air Force One flyover of Katrina's destruction of New Orleans that cemented the image of him as a detached leader ? repeating a perception problem that his presidential dad, George H.W. Bush, faced for the federal response to Hurricane Andrew in 1992.

The younger Bush did not want to disrupt local rescue efforts but later wished he had landed in Baton Rouge, La., to show the people he cared.

"Its benefits would have been good public relations," Bush wrote in his memoirs. "But public relations matter when you are president."

Or running for president.

In brief comments Monday, Romney showed he was trying to find the balance.

"Our thoughts are with the people that are in the storm's path," Romney said as he and his wife, Ann, walked into a high school auditorium near his New Hampshire summer home to rehearse his convention speech.

Yet asked if thought about canceling the event, he said: "We've got a great convention ahead."

Isaac forced a Southern swath of Republicans governors to change course.

Florida Gov. Rick Scott, Louisiana Gov. Bobby Jindal, Alabama Gov. Robert Bentley and Mississippi Gov. Phil Bryant all delayed or canceled their trips to Tampa.

Jindal, highly regarded in the party, and Scott, a face of the host state, had both been scheduled to give speeches. Jindal said he was staying home because there "is no time for politics here in Louisiana" during such a storm.

In Tampa, former Mississippi Gov. Haley Barbour, who guided his state through Katrina, said proper empathy would be shown to the people affected most. But he said the Republican Party cannot neglect its big chance to spread the convention message it had hoped to offer in the first place.

"Conventions are more important to the challenger," he said. "The president is in our living room every day."

Obama, meanwhile, was showing his presidential side. He declared a state of emergency in Louisiana Monday and reached out to Gulf Coast governors. The White House also made sure to announce that Obama, in his phone call to the Florida governor, offered any help the administration could provide, including to "insure the safety of those visiting the state for the Republican National Convention."

The feel of the GOP convention is already different.

Republicans essentially cut out the first day of activities on Monday as attention centered on Isaac's path. It was reminiscent of four years ago, when presidential candidate John McCain and his party shortened their Minnesota convention out of political respect as Hurricane Gustav bore down on the Gulf coast.

Isaac, a tropical storm, is not expected to pack anywhere close to the wallop of Katrina even as it makes its way toward the northern Gulf Coast.

But the political Katrina factor remains timely. Isaac was expected to hit the Gulf Coast by Tuesday or Wednesday ? the seventh anniversary of Hurricane Katrina.

The Katrina lesson applies to all natural disasters, from fires to tornadoes, as well as human tragedies like the mass shooting in July in Aurora, Colo. Obama and Romney both spoke at that time about the need for America to pull together, although harsh politics resumed shortly, as they are likely to again soon.

In New Orleans, where the hurricane jitters were back, Tulane University political science professor Brian Brox said the region's governors were moving fast to show their executive leadership ? and perhaps, secondarily, audition for a potential appointment in a Romney Cabinet.

He said Romney and the convention organizers, though, could do nothing to help because "they have no authority."

Isaac threatens Fla. Keys, northern Gulf Coast

KEY WEST, Fla. (AP) ? Tropical Storm Isaac gained fresh muscle Sunday as it bore down on the Florida Keys, with forecasters warning it could grow into a dangerous Category 2 hurricane as it nears the northern Gulf Coast.

Isaac drew new strength early Sunday during a warm-water crossing of the Florida Straits after causing weekend havoc in Cuba, where it downed trees and power lines. Before that, Isaac was blamed for four deaths in Haiti.

On Key West, locals followed time-worn storm preparedness rituals while awaiting the storm after Isaac swamped the Caribbean and shuffled plans for the Republican National Convention. Forecasters said the storm was expected to reach the archipelago sometime Sunday at or near hurricane strength.

A steady line of cars moved north Saturday along the Overseas Highway, the only road linking the Florida Keys. Residents boarded up windows, laid down sandbags and shuttered businesses ahead of the approaching storm. Even Duval Street, Key West's storied main drag, was subdued for a weekend, though not enough to stop music from playing or drinks from being poured.

"We'll just catch every place that's open," said Ted Lamarche, a 48-year-old pizzeria owner visiting Key West to celebrate his anniversary with his wife, Deanna. They walked along on Duval Street, where a smattering of people still wandered even as many storefronts were boarded up and tourists sported ponchos and yellow slickers.

"Category None!" one man shouted in a show of optimism.

The Keys were bracing storm surge of up to four feet, strong winds and the possibility of tornadoes. The island chain's two airports closed Saturday night, and volunteers and some residents began filing into shelters.

"This is a huge inconvenience," said Dale Shelton, a 57-year-old retiree in Key West who was staying in a shelter.

Isaac has already left a trail of suffering across the Caribbean.

The storm's center made landfall Saturday near the far-eastern tip of Cuba, downing trees and power lines. In the picturesque city of Baracoa, the storm surge flooded the seaside Malecon and a block inland, destroying two homes.

At least four people were reported dead in Haiti, including a 10-year-old girl who had a wall fall on her, according to the country's Civil Protection Office. The government also reported "considerable damage" to agriculture and homes. Nearly 8,000 people were evacuated from their houses or quake shelters and more than 4,000 were taken to temporary shelters.

The Grise River in Haiti overflowed north of Port-au-Prince, sending chocolate-brown water spilling through the sprawling shantytown of Cite Soleil, where many people grabbed what possessions they could and carried them on their heads, wading through waist-deep water.

Scores of tents in quake settlements collapsed. In a roadside lot in Cite Soleil, the dozens of tents and shelters provided by international groups after the earthquake were tossed to the ground like pieces of crumpled paper, and the occupants tried to save their belongings.

After Isaac passes the Keys, it will move over the warm, open waters of the Gulf of Mexico and is expected to gain significant strength. It could ultimately make landfall on the northern Gulf Coast late Tuesday or early Wednesday.

"Definitely the northern Gulf Coast should be preparing for a hurricane right now," Jessica Schauer, a meteorologist with the U.S. National Hurricane Center in Miami, told The Associated Press in a phone interview. However, she did note that the forecast that many days away is more uncertain than immediate predictions.

A Category 2 hurricane is capable of top sustained winds of 96 to 110 mph (154 to 177 kph).

Isaac isn't likely to hit Tampa head-on, but it could still lash the city with rain and strong winds just as the convention ramps up. A tropical storm warning is in effect for parts of Florida's west coast, including Tampa Bay.

Convention officials said they would convene briefly on Monday, then immediately recess until Tuesday afternoon, when the storm is expected to have passed. Florida Gov. Rick Scott, a Republican, declared a state of emergency and canceled his plans to attend convention events on Sunday and Monday.

As of 8 a.m. EDT, the storm was centered about 135 miles (220 km) east-southeast of Key West, according to the U.S. National Hurricane Center in Miami. Isaac had top sustained winds of 65 mph (100 kph).

It was moving to the northwest toward the Keys at 20 mph (31 kph). Tropical storm-force winds extended outward up to 205 miles (335 km) from the center, meaning storm conditions were possible in many places even if Isaac does not pass directly overhead.

A hurricane warning was in effect for the Keys, including the Dry Tortugas and for the west coast of Florida from Bonita Beach south to Ocean Reef, among some other areas, authorities said.

Meanwhile, authorities said a new hurricane watch has been issued from the mouth of the Mississippi River ? not including the New Orleans metro area ? eastward to Indian Pass., Fla.
